why ./configure does not work

Hi,

I am totally a newbie of skyeye. I just downloaded Skyeye-1.2.1 today and unzip it by tar xjvf skyeye-x.x.x.src.tar.bz2 successfully.
Then I input ./configure --target=arm-elf --prefix=/usr/local following the instructions in the web site. But the system told me that "No such file or directory". I checked the source files in the unzipped directory,  there are indeed no configure shell files there. Why not such a file in this version? Otherwise, this file is obsoleted now?

My system is FC ( I forget its version, but should be latest one).

just make
